Today in the twenty-first century is considered that the competent person is someone who has knowledge , builds concepts, theories and projects, but it is accepted that the person is competent is one that knows how to move, transform and manage knowledge, as the concept of competition was extended to other cultural and cognitive aspects which also considered extending the skills and abilities of individuals.

As mentioned today in all spheres of life of individuals requires the use and management skills, and displays of skills, over all in the field of education. Citizens now have to be competent to survive in any trade or profession.

Everyone speaks of powers, the 2007-2012 program is based on skills development. But really know what this might mean.

• The Basic Training Course for Teachers in Service Continuous Approach Competency in basic education is inspired by the conclusions of the various analysis of the main challenges that fall under Article 3 of the Constitution, General Law of Education and the Education Sector Programme 2007-2012, with emphasis on the need to provide training focused on the holistic development of students to exercise their freedom with responsibility, strengthening democracy and citizen participation, which allows us to perform competitively to the challenges that demand the knowledge society.
